China Reintroduces Export Licenses for Steel Products

China announced that starting January 1, 2026, selected steel products will require export licenses, marking the first reinstatement of such controls in 16 years. The policy applies to raw materials, semi-finished, and finished steel products. Exporters must submit valid contracts and product quality certificates before shipping.

The government emphasized that the licensing system does not limit export volume, but aims to improve quality control, track exports, and stabilize domestic steel prices. Analysts say the move will encourage Chinese steel companies to focus on higher-quality products and better align with international standards, while also helping to manage trade tensions arising from low-priced exports.
